Monthly meeting
The Northeast Texas ACI monthly technical meeting will be on Thursday, March 19, 2015 at 12:00 noon at the Texas Star.

A program will be presented by Mr. Douglas L. Smith, P.E. 

Concrete Pavements

Concrete pavements are widely used in north Texas because of readily available concrete materials, less than ideal soils, and good long term performance history. In addition to all the heavy highway construction that is ongoing_GoBack, concrete pavements are also used in a wide variety of municipal and commercial settings. Often, the concrete pavements for the smaller projects are still significant and have unique conditions that should be considered. This presentation will focus on various types of concrete pavements used in municipal and commercial construction; how aggregates and other materials impact concrete mix designs used for pavements; soils considerations; jointing; and pavement thickness design.


Douglas L. Smith, P.E. is a principal with the firm of Wiss, Janney, Elstner Associates, Inc. (WJE) based in Northbrook, Illinois. He manages the Dallas office of WJE with a staff of 20 engineers and architects. He also focuses on engineering technical matters and evaluates, investigates, and designs repairs for, pavement systems, civil infrastructure, masonry structures, parking garages, and a wide variety of materials used in construction. He has particular expertise in solving materials problems related to performance, durability, and compatibility with other materials or systems. Mr. Smith works frequently with WJE’s in-house laboratories and has developed a number of test programs to assess construction materials.

Prior to joining WJE, Mr. Smith served as a vice president with 3D/International, a program and construction management firm. He was also a materials engineer with Law Engineering and Environmental Services, Inc., and worked at Southwestern Laboratories, Inc., a geotechnical and construction materials testing firm.

Mr. Smith is a member of the local chapters and national organizations of ACI, ASCE, and ICRI and is a past Branch President of both ASCE and ICRI.

Mr. Smith graduated from Texas A&M University with a Bachelor of Science, Civil Engineering in 1983 and a Master of Science, Civil Engineering in 1985. He is married, has two daughters, and lives in Arlington, Texas.
